     ITU是International Telecommunication Union (国际电信联盟)的英文缩写。该组织是为了全球各成员国或地区之间进行电信事业发展和通信合理使用的合作而成立的。其工作主要分为三个部分:ITU-R 为无线通信部分,工作目的是确保合理、公平、有效、经济地使用频谱和卫星轨道资源。ITU-T 为电信标准化部分,ITU-D为电信发展部分。

     各种ITU会议所产生的文献有:会议录、建议书、白色文件(会议文稿)、手册、导则等。ITU-T的建议是集中有关意见,由各相关部门自愿接受的标准。ITU-R的建议是命令,由各主权国家在法律上接受。与ITU-R建议保持一致,是国际法的要求。ITU-D的建议则是提供成功的经验,供发展中国家参考。 [/color][/size]
